Arunachal gets 17th  district

CM promises to fulfill dreams of  Longding

LONGDING, Mar 19: The 17th district of Arunachal Pradesh – Longding – took birth today and Wanchos of the area welcomed the newborn with traditional gun shots.

A new chapter began in the history of Arunachal Pradesh as Chief Minister Nabam Tuki announced the creation of Longding district – carved out of Tirap – as hundreds of people gathered cheered and clapped their hearts out.

“Today a new child has born. Now it is up to us to nurture and take care of it and make her grow. I,  as a father, promise to fulfill the dreams and aspirations of the newborn,” Tuki announced while requesting the people to keep patience as ‘it takes time for a child to grow.

Admitting that Longding town, headquarters of the new district by the same name, is an ideal place with potential to become a model township, he advised the district administration, political leaders and seniors of the district to coordinate and evolve a proper and perfect plan for development of the township.

“We are specifically concerned for Tirap and Changlang. Now we have to think about Longding too. That we will do soon through a notification to include Longding in DoTC, which of course will have a new name,” Tuki said.

He called upon the people to change the wrong perception of the outside world of Tirap and Changlang. Pointing out that news reports have always projected the region in the negative, he said it was up to the natives of the area to prove it wrong.

Assuring sufficient funds, the Chief Minister announced to create a mini-secretariat at Longding that would house the district administration as well as all government departments for convenience of the people. Besides, he also assured a new circuit house and a mini-stadium at Longding. To the demand for making functional few of the circle headquarters of the new district, he assured notifications in this regard soon. Further, he assured to take up the pending renovation work and new road projects in the area in the 12th Five Year Plan on priority. He also informed that sufficient funds have been placed for construction of concrete township roads.

Tuki also announced establishment of Model Degree Colleges at Longding and Jairampur besides a Polytechnic each at Miao and Khonsa.

Planning, Finance and PWD Minister Chowna Mein congratulated the people of the newly created district. Addressing the crowd he too assured cooperation on his part for development of the district.

The three elected representatives of the new district – Newlai Tingkhatra, Thangwang Wangham and Honchum Ngandam – also spoke on the occasion. While congratulating the people they profusely expressed gratitude to Tuki for his promptness in clearing the creation of the new district.

Others present on inauguration of Longding district were Speaker of the Legislative Assembly Wangling Lowangdong, Horticulture Minister Setong Sena, Minister for Civil Supply, Geology & Mines Kamlung Mossang, Parliamentary Secretaries C C Singpho, Yumsen Matey, Phosum Khimhun, Tingkhap Taiju, Wangki Lowang, Kamthok Lowang, Assam Riffles DIG Paritosh Pant, DC of the new district Shilpa Shinde and others.

The newly created district Longding has a total population of about 60000 and seven administrative circles – of which five are functional as of yet.

 

Bengaluru hosts NE Art Conclave, 2012

ITANAGAR, Mar 19:  In the spacious studio hall of the Chitrakala Parishath, the hermitage of art in the Karnataka capital Bengaluru and in the full gaze of flocks of visitors -- colorful, inquisitive and appreciating art zealots of all ages and genders -- were the  wielders of brushes, spatulas and rollers producing on canvas the visuals of their respective creative emotion in varied colors and forms. They were the artists from Assam, Arunachal Pradesh, Manipur, Mizoram and Tripura participating in the Northeast Art Conclave, 2012 – a week long art workshop beginning March 11 last – organized by Lalit Kala Akademi, New Delhi and hosted by  the Parishath. The 14 senior and younger participants, some well conversant, some moving ahead with the spirit, the rituals, the methods and manners of modern art perspired in the seven-day long aesthetic activity while the famous cool, summer breeze of Bengaluru, accompanying the silent waves of the  visitors’ admiration was wiping off their sweat and adding up to their creative enthusiasm.

Notable among the artists were Lalhming Mauri (Amolii) from Mizoram with her simplistic but representative canvas,  Meena Laishram (Manipur) with her penchant for decorative portrayal of Manipuri belles, Hare Krishna Paul (Tripura) and his large, colored drawings of Tripuri tantric images, Raja Deori (Arunachal Pradesh) with his remarkably textured painting of sublimity,  Alpana Phukan and Binoy Paul, both from Assam with, respectively, her brilliantly highlighted dream cityscape and his surrealistic composition, Sareo Phantiphang (Manipur) and his dynamic stroke-work and Happy Dutta with her sensitive imagery of thumbnail figures against the green expanse of nature.

Bishambhor Sharma (Manipur), D. Bhattacharji, Jitendra Singh and S. Bhattacharya (All from Arunachal) justified their effort in conveying on canvas their individual art-sensitivity.

The noted painter- sculptor Yusuf Arakkal of Karnataka inaugurated the event.  In his address, Arakkal underscored the importance of preservation of history sensitive art objects.

Kejriwal, Vice chairman, Karnataka Chitrakala Parishath and C N Rudrappa, chief administrative officer of the Parishath which runs a full-fledged college of art in Bengaluru said in their valedictory address that it was a very important and memorable occasion bringing together on a creative platform the south India state and the North East. They expressed sincere wish to continue and expand the relation.

Holistically covered by a super special hospitality Karnataka style, the event clearly pronounced the message: Art transcends all barriers including those of geography. (By an art critic).

 

 

Gunfire of a happy kind

LONGDING, Mar 19: As celebratory gunshots rent the quiet air of Longding, history was made here today when it formally became the 17th district of Arunachal Pradesh. Unabated joy showed on the faces of veterans as well as the young, when their long-cherished dream finally materialized - the sense of jubilation accompanied by expectations that they have carried in their hearts for long.

Echoing the sentiments of the people in the newly created district, Chief of Chanu village Hatwang Wangham expressed the hope that the needs of the district would be taken care of and people will see positive development. While emphasizing on education and basic amenities, the Chief urged the government to come up with a progressive roadmap for the new district.

Ngunam Naiham and Titoi Wangsa of Chanu also expressed the hope that with the formal declaration, the district would witness a sea change in developmental activities.

Jakha Wangpam, a former PRI leader said that with creation of the district, Wanchos would soon be at par with rest of the state. “Despite being one of the larger tribes of the state, our people are far behind in all fronts.”

According to Census figures, there are nearly 50,000 Wanchos in Arunachal.

Sangam of Russa village also expressed a hope that with the creation of the district, development will pour into the area that has remained one of the least developed of the state.

Thaknai Wansu of Launu circle while sharing the many problems of the district said that people face water and electricity crisis and shortage in availability of PDS items. He also articulated that government employees should remain in their places of posting and concentrate on taking the district forward instead of taking advantage of the presence of factions of the NSCN and using that as an excuse to remain aloof from its needs.

Mallam, Nampu and Mansan from Banfera village, when asked how it felt to be part of the historic day- responded by saying “Mailey!” meaning “It’s Good!”

The expectations of people are many and the onus is on the state government to facilitate these expectations to become reality. If Longding has to match more developed districts of the state, she must take on the responsibility with vigour, hard work and single-minded determination. With multiple problems of insurgency, drug addiction, a delayed start in education, absence of basic amenities, poor infrastructure and almost non-existent roads, a fresh start must be made.

The government in the state, faced with the imbalances of development, has increasingly taken recourse to the creation of new districts to try and correct the inequity of growth. The challenge for it remains to deliver on the promise of development, rather than make mere district creation the last resort to achieving decentralised growth.

While most of the problems that have assailed the area have been because of lack of ideas and development, Longding, otherwise is blessed with a very hardworking people and an abundance of natural resources including coal. It is also poised to become one of the tea hubs of the state and there is a large-scale production of betel leaf, which traditionally has been traded with Assam.

If propelled with good political intent and effective administrative leadership, combined with the hard work of its youth and entrepreneurs, Longding would soon find itself at the top of the list of developed districts.

It understandably would not be so easy a ride on the road to development and prosperity but as Shilpa Shinde, the newly posted DC said, youth must not let the opportunity go. In the meantime, the songs of jubilation and of a joyous kind of gunfire continue to warm hearts in Longding.

 

 

PMA threatens  agitation, police denies charges

PASIGHAT, Mar 19: Expressing disstatisfaction over tardy pace of investigation by Pasighat police into the recent desecration of statues of Mahatma Gandhi and Dr Daying Ering, Pasighat Market Association today resolved to launch mass movement against the police and district administration, if it fails to arrest the culprits involved with statue defiling case at the earliest.

It may be recalled here that Pasighat police had picked up eight local boys on suspicion on March 15 night and later arrested one of them.

According to a senior police officer of the district, 7 detained were later released for being minor after thorough interrogation. Further, no any evidence regarding their direct involvement in the vandalization could be found.

He said that police is trying  its best to nab the culprits and denied any political intervention in the investigation.

However, the local people including some public leaders of Pasighat suspect strong political intervention in the case saying police are not given free hand to investigate the matter properly.

“We are dissatisfied with the fact that even after interrogation police released seven youths saying they are juvenile.  There was an ultimatum of seven days to arrest the culprits, but the police could not. We are decided to take the path of agitation against the police inaction,” said Onyok Tamuk, president of Pasighat Market Association.

Another public leader Gagam Ering alleged that police are not in a clear stand over the arrestee and the detained youths, who  were subsequently released.  “There might be a lack of transparency somewhere  in the investigation process,” he opined.

Arrested Mida Ering’s family claimed that he (Mida) is a 14-year-old and was unaware of the incident. He was arrested under mysterious circumstances. If the police can arrest a juvenile like Mida, why not the others, they questioned.

 

 

Promote Byate, Kush-Pakpu villages as places of tourist interest: ANSU

ITANAGAR, Mar 19: All Nyishi Students Union (ANSU) has written to the tourism minister calling for inclusion of Byate village under Sangdupota circle of Papum Pare district and Kush-Pakpu villages under Koloriang circle of Kurung Kumey district to develop as Cluster Rural tourism location.

In a release, ANSU general secretary Arjun Panye said these two places are apt for promotion as tourist  destination.

Located just seven kilometres from capital, Byate village is ideal for eco-tourism activities like angling, wild water rafting, trekking, bird watching, picnic, eco-camping and cultural tourism, union stated. State capital is devoir of tourism destination especially in regards to eco-tourism and therefore Byate village along with adjoining villages like Yasumso, Langdung, yadang, Bam Rusi, Palap, Tapiaso, Lao, Habia  and Mebiaso can be developed as cluster tourism destination, ANSU added.

Further, ANSU stated that Kush-Pakpu village is a paradise which is yet to be explored and has been sidelined from most of the economic developments that could have rather touched the unknown wonderland of Arunachal Pradesh.

The concerned village has always been marginalized in terms of the economic developments, it said. The tourism potential of the Kush-Pakpu village can definitely be tapped and explored to maximum provided there is a significant impetus given to this belt. The Kush-Pakpu village is just 15 km from Koloriang, the district headquarter of Kurung Kumey.

 

 

PFRDA team calls on CM

ITANAGAR,  Mar 19: A three member team from Pension Fund Regulatory and Development Authority (PFRDA) headed by its  Chairman Yogesh Agarwal called on to the state Chief Minister Nabam Tuki in his Niti-Vihar bungalow office this evening.

Apprising the chief minister about the plan and functions of PFRDA, the visiting team threw light on the New Pension Scheme (NPS) for state government employees.

It may be mentioned here that the Government of India had introduced the NPS in replacement of the CCS (Pension) rule 1972 and GPF in respect of Central Government Employees and AIS officers appointed on or after 1.1.2004. The NPS provides 10% of salary per month to be deducted from the employee and an equal 10% will be contributed by the Government. On cessation of service, 60% of the accumulated fund generated in individual account shall be paid and the balance 40% will be invested in a unit linked monthly pension in an insurance company regulated under IRDA. The state government also introduced the same plan w.e.f 1.1.2008 for the state government employees and has till date registered 4200 accounts. The accumulated balance is parked under Public Account in the government exchequer due to non-signing of MoU with the PFRDA and National Securities Depository Limited (NSDL), a public sector undertaking till date.

PFRDA Chairman disclosed that the Government of India has constituted PFRDA to oversee the entire functioning right from accounting of the individual contribution, its investment in the capital market, crediting of dividend earned to the individual account till final settlement on cessation of service.  The PFRDA has employed National Securities Depository Limited (NSDL), a public sector undertaking and Central Record Keeping Agency (CRA) to maintain all records relating to individual accounts, informed the visiting guests.

They suggested the State Government to enter into a MoU to fully avail this service to which the chief minister readily gave a positive nod but opined that the state government employees should be made aware of the scheme with their benefits so that they join the scheme voluntarily.

While NPS is believed to be completely operated Online, Tuki was of the view that on account of poor online connectivity in all treasuries, an alternate plan should be worked to accommodate the scheme. He also stressed for conducting training programme for concern staff on technical know-how to understand the entire operating system on-line, besides implementing software programming in all treasuries and sub-treasuries with networking facilities.

Among others, Planning, Finance and PWD Minister Chowna Mein, Principal Secretary to CM and Finance Commissioner Yeshi Tsering, Planning Secretary Ankur Garg and Director Treasury and Accounts participated in the meeting.

 

 

Training on low cost water management

BASAR, Mar, 19: A 7-day-long training on “Low cost water management practices to increase crop and water productivity” began at ICAR, Basar. Altogether 50 trainees from different villages of West Siang district are attending the training.

Dr. R Bhagawati, Joint Director, ICAR, AP Centre, Basar highlighting the importance of the training programme apprised the rural farmers about the importance of water and its conservation for improving crop productivity.

Course coordinator Dr. V K Choudhary, Scientist (Agronomy) elaborated the multiple use of water in agriculture to increase the farm income and livelihood improvement. He also briefed about the climate change and its impact on agriculture. He advised the farmers to be always ready with contingency plan to overcome from such extreme conditions. He emphasized about following soil conservation measures to improve the water retention capacity and aeration of the soil.

A  Kiran Kumar Singh, SMS, Agronomy gave brief description on watershed approach for improving crop and water productivity, and livelihood improvement. He has also stressed the importance of soil and water and their proportion for various agricultural practices.

Anup Chandra Scientist (Entomology) and Dr. S.P. Singh, SMS (Plant Protection), briefed about insect pest and disease management measures of agricultural and horticultural crops through efficient water management.

Dr. Doni Jini, Scientist (Vety. extn.) and Dr. M S Baruah SMS (Animal Science) briefed the farmers about how water is important for livestock sector and stressed about use of manures for crop production to increase crop and water productivity.

Devendra Singh, Farm Manager, informed the farmers regarding ongoing research activity at research farm. The trainees will be taken for spot visit of research farm Gori and KVK demonstration farm Bam along with resource persons from different disciplines.

The training sponsored by Scaling up of Water Productivity in Agriculture for Livelihood (SWPAL), under Ministry of Agriculture, New Delhi would conclude on March 22.

 

 

Union Budget disappointing for NE: BJP

ITANAGAR, Mar 19: The Union budget lacks teeth to make any substantial changes through which the economic and social fronts of the development-starved North East region can be addressed, said Bharatiya Janata Party (BJP) Arunachal Pradesh.

Describing the budget disappointing for the North East region, the party said, without any stimulus in the budget the North East region would continue to have adverse affect on its Industrial growth rate.

“If we look at the broader context the Union budget 2012-13 has yet again failed to harness the potentials of the Northeast region, given its rich bio-diversity, land and water resources”, the party said while adding that  “there was ample scope to device proper development plans and policies to generate employment avenues and increase the output of the region. But the budget has made no effort to use the potentials in its right earnest going along the expected lines like the previous years.”

With the state awaited the announcement of proper schemes in the general budget for protection of flood and landslides, the party said,  Rs 170 crore provision in this budget for creating and upgrading infrastructure facilities, especially in Arunachal Pradesh and other border areas in the region is seen as an encouraging step although the amount would be meager when it matters for the region. The allocation of Rs 10 crore for the department of Economics, Rajiv Gandhi University is also a welcome step, it added.

 

 

Pariksha de hastein hastein at Kamki

ITANAGAR, Mar 19: Vivekananda Kendra Arun Jyoti has organized workshop entitled “Pariksha De Hastein Hastein” for the students of  Donyi-Polo Government College, Kamki from March 14 to 19.

The workshop aimed at preparing the students mentally, physically and psychologically fit for writing their coming examinations. The 5-day workshop dealt on various elements relating to examinations.

Assistant professors Tunge Lollen and Taro Sindik explained and interacted with the students on the topic such as concept of examination, confidence building, memory development, techniques for concentration, importance of sleep, technique for gaining energy.

Romin Rava, District Organiser of Vivekananda Kendra conducted the practical session on  breathing exercises, Yogaasana, Pranaayama and Trataka which keep body and mind healthy. The students enthusiastically participated and played the games for development of concentration and  memory.

 

 

Arunachal bags 14 Nirmal Gram Puraskar

ITANAGAR, Mar 19: As many as 14 Gram Panchayats of various district in Arunachal Pradesh won Nirmal Gram Puraskar (Award) during the year 2011.

The winners are:  Chongkham– II, Kathalguri, Deobeel–I, Deobeel–II, Solungtoo, Nampong, Nongthaw–Shyam, New Danglat, Khowji, Manpan-liang and Mawal of Lohit district; Bango of Lower Dibang Valley District  and Topo Hechi – III and Lable – IV of Upper Subansiri district.

As per the Govt. of India’s guidelines 5 Gram Panchayats would receive the award at function being organized at Vigyan Bhawan, New Delhi on March 21. President of India Pratibha Devisigh Patil would be giving away the awards to the GP representatives.

Nirmal Gram Puraskar (NGP) was launched by Govt. of India in October 2003 in order to give momentum to the Total Sanitation Campaign (TSC). NGP seeks to recognize the efforts made by the Gram Panchayats who have contributed significantly towards ensuring full sanitation coverage in their areas of operation. The award is given to the Gram Panchayats who have attained 100% sanitation in individual household latrines, school, Anganwadi and community toilets and solid-liquid wastes management.

 

 

VC Cricket Trophy 2012 begins at Rono Hills

RONO HILLS, Mar 19: VC-XI defeated the President-XI by 2 wickets in the inaugural match of the Vice Chancellor Trophy, an inter-faculty cricket tournament here at the RGU ground today.

Chasing a target of 109, VC-XI reached the target in 19 overs losing eight wickets. Dr. N T Jose, Assistant Registrar of Examination was declared as ‘Man of the Match.

Earlier, MLA Nabam Rebia, Parliamentary Secretary Planning and Development officially inaugurated the tournament at the RGU ground, Rono Hills. Wishing for grand success of the tournament, Rebia advised the students to play the sports with true sportsman spirit.

Registrar of the University Dr. Tomo Riba appreciated the RGUSU for organizing the tournament. He informed that there will be no disturbance in the regular academic activities due to the tournament.

President RGUSU, Tao Abo wished for the success of tournament.

Fourteen faculties from different departments are participating in the tournament.

The final would be held on March 24.

Army recruitment drive

ITANAGAR, Mar 19:  Army Recruiting Office Jorhat will be conducting an open Recruitment Rally at Pasighat, East Siang district from May 19 to 27 for recruitment of unmarried male candidates in Soldier in general, Clerk/SKT, technical and nursing assistant categories.

The recruitment rally for technical, nursing assistant, Clerk/ SKT categories for candidates of all the states of North East and sons of Ex-servicemen, war widows and outstanding sportsmen of Arunachal Pradesh would be held on May 19. While the recruitment for General Duty soldier for the candidates of East Siang, Upper Siang, Dibang Valley, Lower Dibang Valley and Anjaw would be held on May 20, it would be held for the candidates of Changlang, Lohit, Tirap, Longding on May 21, West Siang, Papum Pare, Lower Subansiri on May 22, Tawang, East Kameng, West Kameng, Kurung Kumey, Upper Subansiri on May 23.

The minimum educational qualification for soldier GD is class VIII pass for the tribal candidates of the state while the minimum education qualification for Technical, Clerk and Nursing Assistant categories is class XII pass.

Interested candidates should report at the rally site at General Ground Pasighat only on the stipulated date of their district as given above, along with their original educational documents, birth certificate, tribal certificate and PRC. Restart APST bus service

ITANAGAR, Mar 19: All Maro Baririjo Area Students Union (AMBASU) today appealed to the APST general manager to resume Baririjo-Daporijo bus service immediately.

In a memorandum to the APST GM, the union said that absence of  APST bus service in the said route for the last two months caused innumerable problems for the Govt staff, students and general people  of Maro-Baririjo area.

 

AVP distributes relief to fire victims

ITANAGAR, Mar 19:  Arunachal Vikash Parishat (AVP), Lower Subansiri unit distributed relief items, such as blankets, umbrella, mosquito nets, utensils etc. to the fire victims of Hija village yesterday.

The items were jointly distributed by Hija ZPM Nada Dumi and AVP Lower Subansiri unit president Gyati Pada and AVP mahila group.

Fire gutted three dwelling houses and two granaries at Hija village on March 17 midnight.

 

ALSU to stage dharna

ITANAGAR, Mar 19:  Following the expiry of its  seven days ultimatum submitted to the state Govt on March 8,  Arunachal Law Students Union (ALSU) has decided to stage 2 hours peaceful dharna in front of  Raj Bhawan on March 21 as its second phase of  the save I G Park movement.

The union in a release said that it has decided to go with second phase of  agitation in favour of its demand for immediate halt on ongoing convention hall project at IG Park, legal action  against Govt staff who have allegedly involved in illegal encroachment of government land and cancellation of  their land allotment certificates. It’s demands also included  mass eviction drive and demolition of illegal structure built in occupied Govt land.

 

ATA threatens to re-start stir

ITANAGAR, Mar 19: Central Executive Committee of Arunachal Teachers’ Association (ATA) appealed to the Chief Minister Nabam Tuki and Education Minister Bosiram Siram to fulfill the long pending demands of the association which include rectification of pay anomalies.

ATA threatened to resume their state-wide movement in case of the government’s failure to consider its long pending demands as the movement was temporarily suspended after repeated assurance from former chief minister Dorjee Khandu and Education Minister Bosiram Siram.

 

Grievances of cardamom growers

ITANAGAR, Mar 19: All Anjaw District Cardamom Grower Association appealed to the state government to take steps for welfare of Cardamom growers of the district.

It claimed that Cardamom are produced in large numbers in the district but due to unscientific method of drying Cardamom, the farmers are selling the product at low price.

It also appealed to the department of Horticulture, Anjaw district to issue organic certification of cardamom to growers of the district.

ARPA expresses concern over deteriorating law & order

ITANAGAR, Mar 19: Arunachal Registered Pharmacist Association (ARPA) expressed serious concern over deteriorating law and order situation in the twin capital cities of Itanagar and Naharlagun.

“The magnitude of the grave situation could easily be gauged from missing reports published in local dailies, the burning down of APST buses, damaging of PWD office, and recovery of bodies recently, ARPA said in a release.

While endorsing the All Nyishi Youth Association (ANYA)’s press statement regarding deterioration of law and order in the twin city, ARPA said that the missing case reported to the concern authority (Police) had hardly yield any result. It blamed the Home Department’s negligence and rampant issuance  of inner line permit (ILP) without proper verification of the person(s) intend to visit the state for the growing law and order problems.

The Association urged the police to act swiftly and nab the culprit involved in missing case of one Abheni Mozhuie, a student of Govt. Middle School P-Sector, who went missing two days back after attending her last examination on March s16.

ITANAGAR, Mar 19: A day long workshop on interim development plan and Arunahcal Pradesh building Byelaws, 2010 was organized on March 15 at ADC’s Namsai in Collaboration with Directorate of Town Planning and urban local bodies and General Administration. The workshop emphasized on constitution of Namsai planning authority for generation of awareness for citizen to adhere Building Byelaws in any building construction activaties in the Namsai Township.

Additional deputy commissioner, Namsai Tamuna Miso, spoke about the significance of systemic town planning and building byelaws in real life. He urged every department and general community to cooperate the implementation of Arunachal Pradesh Urban & Country Planning Act, 2007 and Arunachal Pradesh Building Byelaws, 2010.

Town Planner, Likha Suraj in his power point presentation discussed in details about contents and necessity of Arunachal Pradesh Urban & Country Planning Act, 2007 and different provisions of Local Planning Authority of Namsai and it's functioning.

Further, Tabom Tamut, Assistant Town Planner emphasized on safe, secure and healthy development. The workshop was participated by all heads of various departments, bureaucrats, technocrats, panchayat leaders, senior citizens, bazaar committee and student leaders.

 

ITBP clinch Vajra Winter Games Football Trophy

ITANAGAR, Mar 19:  Central Football Team of ITBP made its Golden jubilee celebration more colourful as the team won the Vajra Winter Games Football Trophy defeating Indian Air Force 2-0 in the final at Eastern Air Command Stadium Shillong yesterday.

Constables (general duty) Mahesh Ekka and Gumli Riva scored a goal each in this crucial match. Mahesh was adjudged the best player of the Vajra Winter Games.

Earlier, the team in its way to final defeated CRPF 2-0 in quarterfinal and Assam Rifles 1-0 in the semifinal.

Air Marshal Naresh Verma, DG (WKS & CR ) awarded trophies and medals to the winner and runners up teams.

Rajesh Kumar Tomar, Commandant, 10th Bn, ITBP attributed the team’s outstanding performance to rigorous practice and consistent efforts of the players.

Eight teams, namely, ITBP, Indian Air Force, CRPF, Assam Rifle, Assam Regt, Meghalaya Sport Association, Gorkha Regt and 101 Area Army participated in the tournament.

 

ASSATA unit threatens hunger strike

ITANAGAR, Mar 19: Arunachal Sarva Shiksha Abhiyan Teachers Association (ASSATA), Lower Subansiri unit has threatened to launch indefinite hunger strike in front of DDSE office, Ziro from April 1 if the state government fails to release the pending salaries with arrear by March 27.

Federation mourns  GB death

ITANAGAR, Mar 19:  All Arunachal Youngster United Federation (AAYUF) deeply mourned  the death of Langpu Marbam,  a Gaon Burah, who died on  March 15 at a city hospital here after prolonged illness.  He was survived by a wife, four sons and three daughters.

 

‘Expedite enquiry process’  

ITANAGAR, Mar 19: All Kurung Kumey District Students Union (AKKDSU) requested the investigation agency to expedite enquiry into the Rs 2.50 crore forgery scam in art and culture department and nab the remaining absconding accused at the earliest.

In a release union also pleaded against any possible attempt to transfer the case from Koloriang to Itanagar.

 

North East Food Tech Summit

ITANAGAR, Mar 19: The ‘North East Food Tech Summit’ organized jointly by the Ministry of Food Processing Industries, Government of India and the Indian Chamber of Commerce would be held in Guwahati on March 21.

The aim of this initiative is to identify and discuss new and profitable agriculture, horticulture and agri-processing projects in the region and to promote the schemes of the Ministry of Food Processing Industries and state Government and highlight business opportunities.

For the first time in North East, the Summit would introduce NE Food Awards to showcase the best companies, products and case studies in the food and beverage industry of the North East Region. The award is in recognition of a company’s contribution in the area of food processing for developing innovative and viable technologies for organizational and sector growth.  The Summit would also have a concurrent Exhibition to showcase indigenous food products of the region.

E-Government

The United Nations recently released an e-governance survey, “E-Government for the People,” that suggests interactive, transactional and e-participation ideas that nations can adopt and roll out to achieve better connect with their people. The survey is based on a study of government web portals of member states.

The survey ranks member states in accordance with an E-Government Development Index (EGDI), which measures the willingness and capacity of national administrations to use information and communication technologies to deliver public services.

South Korea, with a score of 9.283/10 retains its position at the top of the list ahead of The Netherlands and The United Kingdom. Denmark, the United States, France and Sweden follow closely behind, taking their place among the global e-government leaders.

While these countries are clearly the stars of e-governance, India, the world’s second most populous country, is ranked 125 with a score of 0.3829. Israel, Liechtenstein and Luxembourg, which have invested heavily on e-governance of late, are the new names in the top 20.

The 2012 Survey shows that countries have moved from a decentralized single-purpose model to a unified whole-of-government model for e-governance. While European countries generally run separate portals for their information, service and participation offerings, the Republic of Korea, the United States, Israel, Australia, Norway, Denmark, and New Zealand are among the few that come close to pure one-stop-shop portals.

What is surprising is that India, world’s largest democracy with an unparalleled need for effective and transparent public governance, languishes at the bottom of the e-governance survey.

Revive the lost glory of Pasighat

Dear Editor,

I am writing this letter out of my love for Pasighat. All the content in this letter is my personal view.

It is disheartening that Pasighat, the oldest town in Arunachal Pradesh is losing its glory.  I would like to request the  people of Pasighat, including all political leaders to look into what is happening in Pasighat.

Pasighat produced largest number of administrators until few years ago and most of the retired administrative officers are residing in this town. Despite all this accolades Pasighat is still lagging far behind.

I would like to highlight few facts that I observed during  past few decades. When I was growing up, Pasighat was clean, vibrant with streetlight, smooth roads/ streets, iconic circular market and 24 hours electricity. Now such facilities are virtually gone for past few years. Pasighat JNC, which produced many luminaries is in ruin now. The hostel is totally inhabitable. Exactly a year ago frantic road work was going on in Pasighat town for centenary celebration but this time around same road is in dilapidated condition. People of Pasighat need to realize why such things are happening to a town, which has highest number of administrative officers in the past. In addition to that some irresponsible people have done irreparable damage to the reputation of Pasighat by damaging statues of Mahatma Gandhi and D. Ering. Authority should give exemplary punishment to those responsible for such shameful act.

Let this iconic town be not part of lost world.

GREF and the quality of  road

 

(I)

Dear Editor,

I am a frequent user of Ziro-Hapoli road in Lower Subansiri district. The renovation work for the said road had started during December 2011 and the work has not been completed for a mere 5 km stretch till today.

The   people of Ziro were happy when the renovation work started. But on the second day the work, we found lots of patches/holes coming up on the renovated part of the road. And there was no underground pipeline or any construction work going on in nearby areas. This was just at the entrance of Ziro. This is just an example. We could find such patches/holes every 5 to 10 meters of the so called renovated BRO road.  And there's only very few places where pipelines are laid beneath the road.

Therefore, I would like to request the Commander, 756 BRTF (GREF) to personally visit the work site and say for it. We have high respect for the works BRO has rendered to the people of Arunachal Pradesh.

Dear Editor,

It was the call of everyone that all kinds of road and bridge construction in state should be handed over to BRO/GREF but the scenario is different now-a-days. In fact PMGSY roads under RWD are far better than the road maintained by the BRO as we find lots of potholes in every BRO constructed and maintained roads. We also find potholes within their work site where they are working. When enquired about the quality of road the officer in-charge or junior engineer who is on the site could not draw convincing answer. Nowhere, there is pipeline underneath of the road in deep jungle in between Aalo and Basar. It is really disheartening to see road deteriorates within 2 to 3 days after resurfacing. Those who purchase vehicle with their hard earned money would definitely love to use their car for longer duration but unfortunately it could not be.

I wonder, despite knowing all these problems I never have come across a sentence in our daily that our peoples friendly Govt. has ever gave instruction to BRO to maintain quality work in our state.We really appreciate and thanks MP Nining Ering for discussing the matter with GREF/BRO at Tuting recently.

Nature vs nurture

Dear Editor,

Each city must evolve in a certain way balancing the health  and hygiene of  common people which eventually does not happen here. Itanagar the most oblivious city to become, even if it takes a few decades – as Itanagar develops –  it’s not always for better. Could the multifaceted stadium  and conventional hall at I.G park soon be the ultimate nurturing ground for  young talents – or is it  another booby trap to use only 10 per cent of the fund.

The park with its unique geographic location, sits rich with fresh air and serene ambience for the present and future. Protecting and preserving the park is itself key to the concept of save mother Earth. I am sure Taba Ajum, Tanya Agu, Wangmoh Tangjang, Marto Boje and the like are health savvy and not fat bellied. On the other hand for some nothing matters, they just want more money than sense. Outrageous! How can we destroy the most beautiful asset of Itanagar. I may be wrong but then it is true to some extent, people behind the curtain are businessman. I G Park is meant for things far meaningful. 20-30 years from now when you are sitting with children/ grand children they are going to ask why we don’t have a park where they  can jump, run and play. I think we all should take a walk at I.G Park and experience the importance of it. It’s human nature not to appreciate all we have until it’s lost.

‘Let everyone value a human life over  million lions’

Dear Editor,

This refers to the headline: Namdapha Tiger Reserve under Threat (March 17).

We like to appeal fellow citizens to understand these reports from a different angle. Practically speaking, all tribes of Arunachal Pradesh have their own ‘traditional lands’. And the ‘traditional land of the Lisus stretch from 18th Mile, MV Road, in Lisu word: MIHIPHIPHI to Chaukan Pass, locally called MUGAPHI.

Each tribe is free to make use of the natural resources within their respective area. And thus the Yobins have been using their land for cultivation and other means of livelihood.

Let everyone know that Namdapha National Park came to the Yobins’ land and not the Yobins into the Park.

In the year 1979, when the people of Nibodi,/ 52nd Mile have gone to Gandhigram to celebrate Christmas, all the houses at 52nd Mile were destroyed by the forest department. And then in the year 1983 the whole area was unilaterally declared as National Park, to the utter shock and dismay of the Yobin. This is totally undemocratic and disrespect to the spirit of our constitution.

The Yobins face cultivable land shortage. The surrounding of Vijoynagar is being used by the Gorkhas. Gandhigram can no longer support all the growing population. Therefore, the Yobins have to use the cultivable land in order to provide food for the families.

Another sad thing about this news report is that the “Yobbins” are being “suspected” to be the ones firing at PCCF and other forest personnel. I believe it is unethical to suspect some unseen shooting in the forests and blame a whole tribe for it! This is like trying to throw a tribe in bad light, perhaps, intentionally.

I would like to urge everyone concerned here that they shall not resort to use of ammunitions. It is not worth it. Why do you want to kill each other and for what? No, this whole thing calls for a comprehensive, pro-people political solution. One meeting at Deban guest house will not do. And I would also urge the concerned ministry to re-check the tiger presence statistics in the park. For see, thousands of Nepali, Yobin, Chakma men and women and children walk through the park every year to collect medicines and essential commodities from Miao and Assam. And none has mentioned of seeing a Tiger in the park. Not only the civilians, but the Assam Rifles do regularly patrol between Miao to Vijoynagar. Other frequent commuters are: the PWD personnel, Police, various department personnel of Vijoynagar. The occasional trackers include the then DC of Changlang SB Deepak, local minister, NGO researchers etc. But we do not hear anyone ever sighting a Tiger (unlike other Tiger Sanctuaries around the world). Have you ever seen any of them bringing a tale or a picture of Tigers? My point is, first produce your evidences that this Tiger Project is a success. But even if it were, let everyone value a human life over  million lions.

And one more word about the “bridges”. Let me advice you: Please do not disdain the bamboo bridges constructed by the villages with much difficulties. You cannot find enduring bridges after the 40th Mile. The Dehing river is impossible to cross without using such bridges. And I am very sure, the people who condemn these bridges had to use them themselves. Aren’t they?

By now, some of you may think that the Yobins are the notorious poachers and wanton destroyers of wild life. You may be wrong. Just try to compare the wildlife and forest preserved in Yobin inhabited areas with any other part of Arunachal of your choice. What would you conclude?

We appeal to the “People First” government of Arunachal Pradesh to be sensitive to the needs, security and dignity of the Yobins. Let the government of Arunachal realize that Yobins are peace loving, God believing citizens of Vijoynagar Circle and not terrorists as suggested by some. So it will be nice, if you please stop attacking the Yobins.

Convert JNC into State University

Dear Editor,

I, on behalf of the Arunachal Pradesh College Forum (APCF), would like to request state government to pass a resolution in the coming assembly session for conversion of Jawaharlal Nehru College, Pasighat into full fledged state university.  APCF has been demanding for this quite long time. Because of the limited number of seats available in RGU, the lone university of state, students especially those coming from poor family are not able to pursue higher study outside state. This has compelled many poor students to leave study in between despite many dreams in their eyes. JNC being the oldest college of Pasighat and having sufficient land for expansion is apt for conversion into state university. When the Government has been talking about changing education scenario of state,  I think,  Govt will take first step in this regard by making JNC into state university.
