CM promises to fulfill dreams of Longding
LONGDING, Mar 19: The 17th district of Arunachal Pradesh – Longding – took birth today and Wanchos of the area welcomed the newborn with traditional gun shots.
A new chapter began in the history of Arunachal Pradesh as Chief Minister Nabam Tuki announced the creation of Longding district – carved out of Tirap – as hundreds of people gathered cheered and clapped their hearts out.
“Today a new child has born. Now it is up to us to nurture and take care of it and make her grow. I, as a father, promise to fulfill the dreams and aspirations of the newborn,” Tuki announced while requesting the people to keep patience as ‘it takes time for a child to grow.
Admitting that Longding town, headquarters of the new district by the same name, is an ideal place with potential to become a model township, he advised the district administration, political leaders and seniors of the district to coordinate and evolve a proper and perfect plan for development of the township.
“We are specifically concerned for Tirap and Changlang. Now we have to think about Longding too. That we will do soon through a notification to include Longding in DoTC, which of course will have a new name,” Tuki said.
He called upon the people to change the wrong perception of the outside world of Tirap and Changlang. Pointing out that news reports have always projected the region in the negative, he said it was up to the natives of the area to prove it wrong.

The three elected representatives of the new district – Newlai Tingkhatra, Thangwang Wangham and Honchum Ngandam – also spoke on the occasion. While congratulating the people they profusely expressed gratitude to Tuki for his promptness in clearing the creation of the new district.

The newly created district Longding has a total population of about 60000 and seven administrative circles – of which five are functional as of yet.

LONGDING, Mar 19: As celebratory gunshots rent the quiet air of Longding, history
was made here today when it formally became the 17th district of Arunachal Pradesh.

Echoing the sentiments of the people in the newly created district, Chief of Chanu village Hatwang Wangham expressed the hope that the needs of the district would be taken care of and people will see positive development. While emphasizing on education and basic amenities, the Chief urged the government to come up with a progressive roadmap for the new district.
Ngunam Naiham and Titoi Wangsa of Chanu also expressed the hope that with the formal declaration, the district would witness a sea change in developmental activities.
Jakha Wangpam, a former PRI leader said that with creation of the district, Wanchos would soon be at par with rest of the state. “Despite being one of the larger tribes of the state, our people are far behind in all fronts.”
According to Census figures, there are nearly 50,000 Wanchos in Arunachal.
Sangam of Russa village also expressed a hope that with the creation of the district, development will pour into the area that has remained one of the least developed of the state.
Thaknai Wansu of Launu circle while sharing the many problems of the district said that people face water and electricity crisis and shortage in availability of PDS items. He also articulated that government employees should remain in their places of posting and concentrate on taking the district forward instead of taking advantage of the presence of factions of the NSCN and using that as an excuse to remain aloof from its needs.

The challenge for it remains to deliver on the promise of development, rather than make mere district creation the last resort to achieving decentralised growth.

people and an abundance of natural resources including coal. It is also poised to
become one of the tea hubs of the state and there is a large-
If propelled with good political intent and effective administrative leadership, combined with the hard work of its youth and entrepreneurs, Longding would soon find itself at the top of the list of developed districts.
It understandably would not be so easy a ride on the road to development and prosperity but as Shilpa Shinde, the newly posted DC said, youth must not let the opportunity go. In the meantime, the songs of jubilation and of a joyous kind of gunfire continue to warm hearts in Longding.
PMA threatens agitation, police denies charges

PASIGHAT, Mar 19: Expressing disstatisfaction over tardy pace of investigation by Pasighat police into the recent desecration of statues of Mahatma Gandhi and Dr Daying Ering, Pasighat Market Association today resolved to launch mass movement against the police and district administration, if it fails to arrest the culprits involved with statue defiling case at the earliest.
It may be recalled here that Pasighat police had picked up eight local boys on suspicion on March 15 night and later arrested one of them.
According to a senior police officer of the district, 7 detained were later released for being minor after thorough interrogation. Further, no any evidence regarding their direct involvement in the vandalization could be found.
He said that police is trying its best to nab the culprits and denied any political intervention in the investigation.
However, the local people including some public leaders of Pasighat suspect strong political intervention in the case saying police are not given free hand to investigate the matter properly.
“We are dissatisfied with the fact that even after interrogation police released seven youths saying they are juvenile. There was an ultimatum of seven days to arrest the culprits, but the police could not. We are decided to take the path of agitation against the police inaction,” said Onyok Tamuk, president of Pasighat Market Association.
Another public leader Gagam Ering alleged that police are not in a clear stand over the arrestee and the detained youths, who were subsequently released. “There might be a lack of transparency somewhere in the investigation process,” he opined.

Apprising the chief minister about the plan and functions of PFRDA, the visiting team threw light on the New Pension Scheme (NPS) for state government employees.
It may be mentioned here that the Government of India had introduced the NPS in replacement
of the CCS (Pension) rule 1972 and GPF in respect of Central Government Employees
and AIS officers appointed on or after 1.1.2004. The NPS provides 10% of salary per
month to be deducted from the employee and an equal 10% will be contributed by the
Government. On cessation of service, 60% of the accumulated fund generated in individual
account shall be paid and the balance 40% will be invested in a unit linked monthly
pension in an insurance company regulated under IRDA. The state government also introduced
the same plan w.e.f 1.1.2008 for the state government employees and has till date
registered 4200 accounts. The accumulated balance is parked under Public Account
in the government exchequer due to non-
PFRDA Chairman disclosed that the Government of India has constituted PFRDA to oversee the entire functioning right from accounting of the individual contribution, its investment in the capital market, crediting of dividend earned to the individual account till final settlement on cessation of service. The PFRDA has employed National Securities Depository Limited (NSDL), a public sector undertaking and Central Record Keeping Agency (CRA) to maintain all records relating to individual accounts, informed the visiting guests.
They suggested the State Government to enter into a MoU to fully avail this service to which the chief minister readily gave a positive nod but opined that the state government employees should be made aware of the scheme with their benefits so that they join the scheme voluntarily.

Course coordinator Dr. V K Choudhary, Scientist (Agronomy) elaborated the multiple use of water in agriculture to increase the farm income and livelihood improvement. He also briefed about the climate change and its impact on agriculture. He advised the farmers to be always ready with contingency plan to overcome from such extreme conditions. He emphasized about following soil conservation measures to improve the water retention capacity and aeration of the soil.
A Kiran Kumar Singh, SMS, Agronomy gave brief description on watershed approach for improving crop and water productivity, and livelihood improvement. He has also stressed the importance of soil and water and their proportion for various agricultural practices.
Anup Chandra Scientist (Entomology) and Dr. S.P. Singh, SMS (Plant Protection), briefed about insect pest and disease management measures of agricultural and horticultural crops through efficient water management.
Dr. Doni Jini, Scientist (Vety. extn.) and Dr. M S Baruah SMS (Animal Science) briefed the farmers about how water is important for livestock sector and stressed about use of manures for crop production to increase crop and water productivity.
Devendra Singh, Farm Manager, informed the farmers regarding ongoing research activity at research farm. The trainees will be taken for spot visit of research farm Gori and KVK demonstration farm Bam along with resource persons from different disciplines.
The training sponsored by Scaling up of Water Productivity in Agriculture for Livelihood (SWPAL), under Ministry of Agriculture, New Delhi would conclude on March 22.

ITANAGAR, Mar 19: All Anjaw District Cardamom Grower Association appealed to the state government to take steps for welfare of Cardamom growers of the district.

ARPA expresses concern over deteriorating law & order
ITANAGAR, Mar 19: Arunachal Registered Pharmacist Association (ARPA) expressed serious concern over deteriorating law and order situation in the twin capital cities of Itanagar and Naharlagun.
“The magnitude of the grave situation could easily be gauged from missing reports published in local dailies, the burning down of APST buses, damaging of PWD office, and recovery of bodies recently, ARPA said in a release.

Revive the lost glory of Pasighat
Dear Editor,
I am writing this letter out of my love for Pasighat. All the content in this letter is my personal view.
It is disheartening that Pasighat, the oldest town in Arunachal Pradesh is losing its glory. I would like to request the people of Pasighat, including all political leaders to look into what is happening in Pasighat.
Pasighat produced largest number of administrators until few years ago and most of the retired administrative officers are residing in this town. Despite all this accolades Pasighat is still lagging far behind.
I would like to highlight few facts that I observed during past few decades. When I was growing up, Pasighat was clean, vibrant with streetlight, smooth roads/ streets, iconic circular market and 24 hours electricity. Now such facilities are virtually gone for past few years. Pasighat JNC, which produced many luminaries is in ruin now. The hostel is totally inhabitable. Exactly a year ago frantic road work was going on in Pasighat town for centenary celebration but this time around same road is in dilapidated condition. People of Pasighat need to realize why such things are happening to a town, which has highest number of administrative officers in the past. In addition to that some irresponsible people have done irreparable damage to the reputation of Pasighat by damaging statues of Mahatma Gandhi and D. Ering. Authority should give exemplary punishment to those responsible for such shameful act.
Let this iconic town be not part of lost world.

And there was no underground pipeline or any construction work going on in nearby areas. This was just at the entrance of Ziro. This is just an example. We could find such patches/holes every 5 to 10 meters of the so called renovated BRO road. And there's only very few places where pipelines are laid beneath the road.
Therefore, I would like to request the Commander, 756 BRTF (GREF) to personally visit the work site and say for it. We have high respect for the works BRO has rendered to the people of Arunachal Pradesh.

It was the call of everyone that all kinds of road and bridge construction in state
should be handed over to BRO/GREF but the scenario is different now-
I wonder, despite knowing all these problems I never have come across a sentence in our daily that our peoples friendly Govt. has ever gave instruction to BRO to maintain quality work in our state.We really appreciate and thanks MP Nining Ering for discussing the matter with GREF/BRO at Tuting recently.

Nature vs nurture
Dear Editor,
Each city must evolve in a certain way balancing the health and hygiene of common people which eventually does not happen here. Itanagar the most oblivious city to become, even if it takes a few decades – as Itanagar develops – it’s not always for better. Could the multifaceted stadium and conventional hall at I.G park soon be the ultimate nurturing ground for young talents – or is it another booby trap to use only 10 per cent of the fund.
The park with its unique geographic location, sits rich with fresh air and serene
ambience for the present and future. Protecting and preserving the park is itself
key to the concept of save mother Earth. I am sure Taba Ajum, Tanya Agu, Wangmoh
Tangjang, Marto Boje and the like are health savvy and not fat bellied. On the other
hand for some nothing matters, they just want more money than sense. Outrageous!
How can we destroy the most beautiful asset of Itanagar. I may be wrong but then
it is true to some extent, people behind the curtain are businessman. I G Park is

‘Let everyone value a human life over million lions’

This refers to the headline: Namdapha Tiger Reserve under Threat (March 17).
We like to appeal fellow citizens to understand these reports from a different angle. Practically speaking, all tribes of Arunachal Pradesh have their own ‘traditional lands’. And the ‘traditional land of the Lisus stretch from 18th Mile, MV Road, in Lisu word: MIHIPHIPHI to Chaukan Pass, locally called MUGAPHI.
Each tribe is free to make use of the natural resources within their respective area. And thus the Yobins have been using their land for cultivation and other means of livelihood.
Let everyone know that Namdapha National Park came to the Yobins’ land and not the Yobins into the Park.
In the year 1979, when the people of Nibodi,/ 52nd Mile have gone to Gandhigram to celebrate Christmas, all the houses at 52nd Mile were destroyed by the forest department. And then in the year 1983 the whole area was unilaterally declared as National Park, to the utter shock and dismay of the Yobin. This is totally undemocratic and disrespect to the spirit of our constitution.
The Yobins face cultivable land shortage. The surrounding of Vijoynagar is being used by the Gorkhas. Gandhigram can no longer support all the growing population. Therefore, the Yobins have to use the cultivable land in order to provide food for the families.
Another sad thing about this news report is that the “Yobbins” are being “suspected” to be the ones firing at PCCF and other forest personnel. I believe it is unethical to suspect some unseen shooting in the forests and blame a whole tribe for it! This is like trying to throw a tribe in bad light, perhaps, intentionally.
I would like to urge everyone concerned here that they shall not resort to use of
ammunitions. It is not worth it. Why do you want to kill each other and for what?

And one more word about the “bridges”. Let me advice you: Please do not disdain the bamboo bridges constructed by the villages with much difficulties. You cannot find enduring bridges after the 40th Mile. The Dehing river is impossible to cross without using such bridges. And I am very sure, the people who condemn these bridges had to use them themselves. Aren’t they?
By now, some of you may think that the Yobins are the notorious poachers and wanton destroyers of wild life. You may be wrong. Just try to compare the wildlife and forest preserved in Yobin inhabited areas with any other part of Arunachal of your choice. What would you conclude?
We appeal to the “People First” government of Arunachal Pradesh to be sensitive to the needs, security and dignity of the Yobins. Let the government of Arunachal realize that Yobins are peace loving, God believing citizens of Vijoynagar Circle and not terrorists as suggested by some. So it will be nice, if you please stop attacking the Yobins.

Convert JNC into State University
Dear Editor,
I, on behalf of the Arunachal Pradesh College Forum (APCF), would like to request state government to pass a resolution in the coming assembly session for conversion of Jawaharlal Nehru College, Pasighat into full fledged state university. APCF has been demanding for this quite long time. Because of the limited number of seats available in RGU, the lone university of state, students especially those coming from poor family are not able to pursue higher study outside state. This has compelled many poor students to leave study in between despite many dreams in their eyes. JNC being the oldest college of Pasighat and having sufficient land for expansion is apt for conversion into state university. When the Government has been talking about changing education scenario of state, I think, Govt will take first step in this regard by making JNC into state university.
